
Jarpol Enterprise was established in November 1991 as part of Scottish Development Overseas Glasgow, Scotland. The company founders were Polish specialists, who used teaching techniques used by foreign experts and the Scottish Regional Development Agency (SDO).
The company’s activities focus on consulting, marketing and training services provided to the constantly growing number of foreign and domestic companies in Poland and institutions from the public sector. The company’s profile is the answer to the needs of high quality advisory services for the public sector in Poland and Middle East Europe. By combining the experience of Polish and British partners Jarpol Enterprise concentrates on advising and providing trainings for gminas and administrative districts.
Jarpol Enterprise experts are the co-creators and main leaders of the unique Programme Investor Friendly Gmina (IFG) addressed to gminas and cities throughout Poland. This programme is the first Polish offer of complex preparation of gminas and cities for the professional and effective services and obtaining both foreign and domestic investors. Within the programme we do not only train the state employees according to the needs of the potential investor, but more importantly we help the gmina (city) to create the proper tools to work with the investors. The gminas are prepared both theoretically as well as practically in four main areas: development of promotion strategy, marketing, information and real-estate economy. The training and consulting is finalised by helping to create a marketing strategy and promotion tools, and finally with certifying the participants according to the standards of the Programme. All programmes and training’s offered by Jarpol Enterprise are in accordance to EU and Polish Information and Foreign Investment Agency(www.paiz.gov.pl) standards.
The Director and owner of the Company is Mr. Mieczylaw Bak, a person who knows very well the regional issues in Poland and in the EU. A significant number of projects carried out under his supervision were concentrated on effective promotion of investment offers of gminas and the administrative districts, as well as helping foreign investors to enter the Polish market.

Key characteristics of Mr. Mieczyslaw Bak – owner of Jarpol Enterprise
Mr. Mieczyslaw Bak has an MSc in Economics & Sociology from the University of Lodz. Over the last 25 years he has been Managing Director of a Polish consulting firm delivering a full range of project services (feasibility studies, project preparation, appraisal, implementation, monitoring and evaluation) to support entry to the Polish market. His company’s services include providing advice to local self-government authorities and SME’s on EU Structural Funds to increase regional competitiveness. He has extensive experience in supporting regional structures like foundations, associations, city authorities and NGO’s in strengthening their capacity (Administrative, Technical and Human Resources).
This has included the design, implementation and evaluation of training courses and workshops to support these activities. In addition, Mr. Bak has worked on numerous EU funded projects within the fields of Project/Regional development and Training. He has practical experience of applying his training knowledge to SME’s and local governments. Specifically, he has been Project Manager and Training Manager on 4 EU PHARE projects in the context of improving regional competitiveness where he was responsible for all aspects of managing the project (development and appraisal) as well as the design, implementation and evaluation of training programmes.
Some of the topics he has trained on include, Foreign Direct Investment (FDI), Export Promotion, Project Development; Project Cycle Management (PCM); Logical Framework Approach (LFA); ERDF Application; SME Competitiveness; SWOT; SMART etc..
He has worked in Poland, Slovakia, Romania and the Ukraine and has excellent relations with key local stakeholders including Regional Development Agencies (RDA’s), network of Polish Investors and Exporters’ Service Centres (COIE), local authorities and business representatives.
